The 13th Legislative District will receive more than $136 million in critical capital investments under the finalized 2025-27 capital budget, Sen. Judy Warnick, R-Moses Lake, and Reps. Tom Dent, R-Moses Lake, and Alex Ybarra, R-Quincy, announced Sunday.
“This budget reflects our commitment to strengthening rural communities, supporting families and investing in critical infrastructure,” Warnick said. “Projects like the HopeSource Teanaway Court affordable housing development will directly address local housing needs and help build stronger, more resilient communities.”
Highlights for the 13th District include:
- Affordable housing and community support:
- HopeSource Teanaway Court ($7.8 million) will bring much-needed affordable housing to Upper Kittitas County.
- Funding for the Cle Elum Boys & Girls Club Clubhouse ($103,000) and the Upper Kittitas County Community Recreation Center ($155,000) will help expand programs for youth and families.
- Infrastructure and water quality improvements:
- Quincy IWTP System Repair and Replacement ($3 million) will modernize wastewater infrastructure, protecting public health and supporting economic growth.
- City of Moses Lake Well 29 Treatment ($810,000) will improve access to safe drinking water.
- Economic development and job creation:
- Airlift Northwest Hangar ($3.25 million) will support the aviation sector and emergency services at Pangborn Memorial Airport in Wenatchee, a key priority for Dent.
- Ephrata Landfill Remediation ($3.8 million) will clean up and prepare the site for future community use.
- Recreation and environmental conservation:
- Cle Elum Ridge Community Forest Phase Two ($3.1 million) and Teanaway Trails & Recreation ($250,000) will expand outdoor recreation opportunities.
- Sun Lakes-Dry Falls Visitor Center Renovation ($6.3 million) will upgrade one of Eastern Washington’s key tourist destinations.
- Othello Rodeo Grounds ($258,000) and Coulee City Rodeo Grounds ($464,000) incorporated.
“I am thrilled to see critical water infrastructure improvements funded for Quincy,” Ybarra said. “Safe and reliable systems are essential to healthy communities and economic vitality.”
“As a pilot, I understand how critical air ambulance services are in emergencies,” Dent said. “Securing funding for the Airlift Northwest Hangar is a major win for our district—supporting life-saving operations and strengthening our local aviation economy.”
The 2025-27 capital budget also includes significant investments in public safety, historic preservation, and environmental restoration across the district. In total, $136.9 million will go toward projects that enhance quality of life, promote economic growth, and preserve the region’s rural character.
“This budget is a direct investment into our families, workers and future,” Warnick said. “We fought for projects that matter to our communities, and we delivered.”
