Three Warnick-sponsored bills signed by governor

Late last week, Gov. Bob Ferguson signed three key bills sponsored by Sen. Judy Warnick, R-Moses Lake, advancing public safety, agricultural integrity, and workforce development across Washington state.

Warnick’s legislation strengthens protections for emergency responders, extends a critical livestock program, and continues support for job training initiatives.

Senate Bill 5323 increases penalties for the theft of essential equipment used by firefighters and emergency medical service providers. The law aims to deter thefts that can delay emergency response and jeopardize public safety.

“These are the tools our first responders rely on to save lives,” Warnick said. “This law sends a clear message: stealing emergency equipment won’t be tolerated.”

Senate Bill 5485 extends the Washington State Department of Agriculture’s Livestock Identification Program through July 1, 2030. The program helps track ownership, prevent livestock theft, and protect the health and viability of the state’s agriculture industry.

“This program is vital for both ranchers and regulators,” said Warnick. “It ensures accountability and supports one of Washington’s most important economic sectors.”

Senate Bill 5682 provides a five-year extension for the Customized Employment Training Program’s business and occupation (B&O) tax credit, helping employers offset the costs of training new or current workers.

“With workforce needs evolving, this program gives businesses tools to stay competitive and grow jobs locally,” Warnick said.

Warnick, who represents the 13th Legislative District, said she was pleased to see bipartisan support for the measures and looks forward to their positive impact statewide.

“These new laws are practical solutions that reflect the real needs of Washingtonians,” she said.

Senator Judy Warnick’s Legislation Enhancing Penalties for Theft from First Responders Heads to Governor

Legislation sponsored by Sen. Judy Warnick, R-Moses Lake, to strengthen penalties for theft and possession of stolen property belonging to first responders is one step closer to becoming law. On Monday, the Washington State Senate voted to concur with House amendments to Senate Bill 5323, sending the bipartisan measure to the governor’s desk for consideration.

Warnick’s bill targets individuals who steal or possess property used by firefighters or emergency medical service providers, classifying such crimes as a Class B felony under certain circumstances. The legislation is intended to deter thefts that can hinder the effectiveness and safety of emergency response teams.

“Our first responders risk their lives daily to protect our communities,” Warnick said. “Ensuring they have the equipment they need is critical. This legislation sends a clear message — stealing from those who serve and protect won’t be tolerated.”

The bill passed the Senate earlier this session with a 47-2 vote. The House later approved amendments specifying that the enhanced penalties apply only when:

  • The theft or possession of property or equipment significantly hindered or delayed a firefighter’s or emergency medical service provider’s ability to respond to an emergency, or

  • The stolen property or equipment is valued at more than $1,000.

The House also clarified that the law applies to items stolen from a fire department vehicle, in addition to those taken from a fire station or other emergency services facility.

Warnick introduced the bill in response to concerns from first responders in Moses Lake about a rise in thefts of critical emergency equipment. By increasing the severity of these offenses, the legislation aims to provide a stronger deterrent to protect tools essential for emergency response.

Senate Bill 5323 now awaits the governor’s signature.

The Washington State Senate has passed Senate Bill 5323, introduced by Senator Judy Warnick (R-Moses Lake), which strengthens penalties for theft and possession of stolen property belonging to first responders. The bill was approved with a bipartisan vote of 47-2.

Warnick’s legislation classifies the theft or possession of property used by firefighters or emergency medical service providers as a first-degree felony when such property is stolen from a fire station, emergency medical service facility, or vehicle. This change aims to deter crimes that compromise the effectiveness and safety of first responders.

“Our first responders risk their lives daily to protect our communities,” said Senator Warnick. “Ensuring they have the necessary equipment is crucial. This legislation sends a clear message that stealing from those who serve and protect will not be tolerated.”

The bill addresses concerns over increasing incidents where essential equipment, such as lifesaving tools, has been stolen, hindering emergency response efforts. The issue was brought to her attention by first responders in Moses Lake.

By elevating the severity of these offenses to a class B felony, punishable by up to ten years in prison or a fine up to $20,000, the legislation seeks to provide a strong deterrent against such crimes.

Senate Bill 5323 now moves to the House of Representatives for consideration.
